Paint dot net is a freeware program that is one step removed from Photoshop (and free). It has layers. It has 180 dgree rotation on 3 axis. It has transparencies, duplications, effects like blurs, distortions and more.
When I find a free program that I love , I just want to share. Who doesn’t want something for free. There are dozens and dozens more freeware links on my site;
